   Usually yes, If it can make both stem and root it will make it.

   Scientists who do plant tissue culture could grom a new plant from just a few cells. Or just stem or just root too.

   All cactus and succulents will begin rooting themselves even if they’re not underneath soil..Any piece that falls to the ground will produce another plant.

   Not water. Usually, if you just leave the broken off piece lie on the top of the soil where it fell, it will eventually begin to root itself, either out of the part it broke at, or even from the side where it is touching the dirt. Cactus are generally extremely hardy and will take any opportunity to make more of themselves.

   This, of course, is only true if it is truly a cactus (thorns /or needles and such?) and not something like a Christmas Cactus, which really isn’t. That type of thing needs to go into water to be rooted.
